A fundamental tenet of democracy is the idea that Institutions, Governmental, Judicial, and Administrative, exist to serve the State and the Citizens. When these Institutions fall short of their intended purpose, the impact is profound. The erosion of trust begins subtly, with instances of perceived negligence, corruption, or a failure to uphold the principles upon which they were founded.

Repeated failure to meet the expectations of the people, sow the seeds of a palpable sense of disillusionment. Citizens, once hopeful and engaged, may find themselves harbouring sentiments of resentment, frustration, and, in extreme cases, outright hatred toward the very entities entrusted to serve and protect them. This is not a mere expression of dissatisfaction; it is a profound betrayal of the social contract, the implicit agreement between the State, State Servants and the Citizens.

The consequences of such a breakdown in trust are manifold. Social cohesion, a crucial element for the smooth functioning of any society, begins to unravel. Divisiveness takes hold, as Citizens question the legitimacy of Institutions and the fairness of the system. A sense of alienation sets in, with individuals feeling detached from the structures that were meant to represent and protect their interests.

In the political sphere, the consequences can be particularly dire. Distrust in Institutions can lead to a decline in civic participation, as people disengage from the democratic process, believing their voices hold little weight. This apathy can pave the way for populist movements, fueled by the vacuum left by institutional distrust. In extreme cases, the erosion of trust can even lead to civil unrest, as citizens, feeling betrayed and unheard, resort to more drastic means of expressing their discontent.

Addressing the erosion of trust in Premier Institutions requires a multifaceted approach. Transparency, Accountability, and a Commitment to the Principles of Justice and Fairness are essential to rebuilding the shattered foundations of trust. Institutions must actively work to regain the confidence of the people by demonstrating a genuine dedication to the Constitution, Rule of Law, Sincerity of Purpose and Common Good.

BOTTOMLINE – NURTURING AND SAFEGUARDING TRUST IN INSTITUTIONS (AT ALL COST) IS AN INVESTMENT IN THE STABILITY AND PROSPERITY OF THE STATE AND PEOPLE.

Any era, any society, any civilisation … A corrupt judiciary, marked by egregious decisions, has always cast the dark shadow over the pillars of justice, fabric of society and the very existence of the State. When those entrusted with upholding the law succumb to pressure, coercion, corruption and political wheeling dealing, the consequences reverberate with a chilling resonance. Horrendous decisions emanating from a compromised judiciary erode the public trust in the legal system; the yield many-a-times has been dire and murderous.

The skewed dispensation of justice, driven by ulterior motives, undermines the principles of fairness, equality, and accountability، above all is the explicit violation of Allah’s Commandments. Such a betrayal of the judicial mandate perpetuates injustice, corroding the foundational values upon which a just and civilised society could thrive …

Invariably injustice leaves behind a trail of societal disquiet and a compromised pursuit of truth and justice.

وہ دو جہاں کا مالک

سب حال جانتا ہے

نیکی اور بدی کے

احوال جانتا ہے

دنیا کے فیصلوں سے

مایوس جانے والا

ایسا نہ ہو کہ اُس کے دربار میں پکارے

ایسا نہ ہو کہ اُس کے انصاف کا ترازو

اک بار پھر سے تولے

مجرم کے ظلم کو بھی

منصف کی بھول کوبھی

اور اپنا فیصلہ دے

وہ فیصلہ کہ جس سے

یہ روح کانپ اُٹھے

حالات و واقعاتِ عصری ماضی کی وادیوں میں پانچ چھ عشرے پیچھے لے گئے۔ کیسے ادوار و اطوار و کردار بدل گئے ہیں۔ ’تھا جو ناخوب بتدریج وہی خوب ہوا‘۔لیکن چھوڑیئے یہ تو ہم سب دیکھ بھی رہے ہیں اور بُھگت بھی۔

بات کرتے ہیں ایسی جو سچی بھی ہو اور اُس میں سبق بھی ہو سوچ والوں کے لئے۔

سادہ زمانے، سادہ غذائیں، جفا کش و کسرتی لوگ۔ کھیڈیں بھی سادی اور زندگی سے بھرپور۔ بچےکھیلتے تھے،بنٹے، اخروٹ، اِٹی ڈنڈا، چھپن چھوت، دھدی پھیتا تے گاڈی چلوت۔

بڑوں کی کھیڈیں بھی بڑی ہوتی تھیں۔ وٹا چُکنا، گولہ سُٹنا،جپھا گھتنا، ہڑپہ مارنہ تے کبڈی (اس وقت دی کوڈی تے کوڈی وی لمی کوڈی)۔

بھایئوں کی ایک جوڑی بڑی مشہور تھی دور دور تک۔ کھیلتے بھی تھے، مارتے بھی تھے اور ہر حال میں جیتتے بھی تھے۔

دور و نزدیک میں ان کا کوی مقابل ہی نہیں تھا۔ پِڑ لگتے تھے، ڈھول بجتے تھے، جوڑیاں آتی تھیں، مار کھاتی تھیں، ہاتھ ملاتی تھیں اور پھر آنے کے لیے چلی جاتی تھیں۔

اس دوران ایک گاوں (میرے اپنے گاوں) سے نوجوان بھائیوں کی ایک جوڑی کا چرچا ہونے لگا کہ باری بھی اچھی لیتے تھے، تھپڑ کھاتے بھی تھے اور چنڈیں مارتے بھی خوب تھے۔ جہاں تک پکڑنے کا تعلق تھا تو کوی بچ نہیں سکتا تھا۔ پکڑ لیتے تھے تو سامنے والے کھڈیار کو بتلا دیتے تھے کہ ’جندرا لگ گیا ای تے کنجیاں لاہور نی‘۔

مشہوری ہوی تو منی پرونی وڈی جوڑی تک گل پہنچی۔ حیرانی بھی اور پریشانی بھی کہ ایہہ کتھوں آ گئے نیں۔

چیلنج آ گیا۔ دن بندھ گیا، منادی ہو گئی، پورا علاقہ آ گیا۔

پڑ لگ گیا، گولہ وج گیا، وڈی ٹیم دے وڈے کھلاڑی آکھیا آو بچیو مینوں پکڑو جے پکڑ سکدے او۔ پٹ تے ہتھ مار کے آگے ہوا تو نوجوان پل پڑے اور منٹوں میں ڈھا لیا۔

اب باری دوسری جوڑی کی آی تو بڑا نوجوان باٹ دینے کے لئے میداں میں آ گیا اور پرانی ٹیم کے دونوں بھای اسے ڈھیر کرنے کے لیے نکلے۔ نوجوان قد آور بھی تھا اور بہادر بھی، اس نے دونوں ہاتھوں سے پکڑنے والوں پر تھپڑوں کی یوں برسات کی کہ پل میں سماں تبدیل ہو گیا۔ یہ آگے ہوں وہ مارنے کے لیے بازو اٹھاے تو یہ جھجھک کر کھڑے ہو جائیں۔ کچھ دیر جب یوں ہی ہوتا رہا تو اچانک ایک بارعب بزرگ اٹھے اور انہوں نے آواز لگای ذرا رکو۔

تینوں کھڈیار کھڑے ہو گئے، بزرگ میدان میں گئے، سر سے پگ اتاری اور اس نوجواں کھلارٰی کے ہاتھ اور پاوں باندھ دیئے۔ پرانے کھلاڑیوں کو کہا اسے ویسے تو پکڑنا تمھارے لیے ناممکن ہے اب اس کے ہاتھ اور پاوں بندھے ہیں اب گرا لو۔

حیا اور وفا والا ذمانہ تھا۔ وہ آگے بڑھے نوجوان کو جپھا ڈالا، اس کا ہاتھ کھڑا کیا اور اپنے لنگوٹ کھول دیے کہ ’اج توں ساڈی بس‘ ہن تسی کوڈی کھیڈسو تے اسیں تہانوں کھیڈدیاں تکساں۔

لیکن تب تب تھا اور اب اب ہے۔

مرا وقت مجھ سے بچھڑ گیا مرا رنگ رُوپ بگڑ گیا

جو خزاں سے باغ اُجڑ گیا میں اُسی کی فصلِ بہار ہوں
